Cannot Reproduce: Unlock Level button on GBs inactive

Troubleshooting
Ctrl+F5, restart.
On Great Building Construction window when clicking on Unlock Level button nothing happens.

I have to close and open the window and then the button becomes active.

Recreation steps
Open Great Building Construction window and click on Unlock Level.
