I am a big fan of SoA.
It is equivalent as Colossus or Fiore Village, in my calculation.

As long as available value for FP is around 1/2 tiles, (There are options like Jade Statue or Minaret but I have no easy solution in the settlements.)
Usually having SoA's is better than having Winners Plaza L2 + FP producers.

SoA(16 tiles) x3 = 57%attack, 12FP / 48 tiles
WP2(9 tiles) x4 + SoH x1 = 60%attack, 7FP /48tiles

There may be better options than SoH, and so it differs. Sure.
But regarding above, replacing Stage of Ages with Winners Plaza is not really fruitful,
at least while you have other FP producers in your city.

The buildings that is obviously better than SoA from my point of view are...
a) The Elephant's Citadel
b) Harvest Farm Set
c) Butterfly Set

and, there are arguments about value of defense boost, but...
d) sentinel outpost
e) ancient obelisk

*this list excludes the event main prizes (such as Eagle Mountain), GB, top prize for settlements (Yggdrasil).

I don't feel it is easy to have plenty of these so that I can get rid of SoA's.
