The quest line only drops 2 main buildings, so I need 8 kits for a level 2 celtic garden. I get 1 kit from the quests, so I have to generate 7 kits from the cities. That would be 17 1/2 cities if you don't want to buy all the chests and generate them only through the main prizes. Really? What's that crap that you only get a kit after every 3rd prize? It has always been the case that most of the main prizes are not interesting for the majority of players and that you only play for the main prizes that are relevant to the event.
