Population begins to be an important variable for the city management: not all event main buildings does offer population and quite a few asked population nowadays (especially Jumpin' Pumpkins) and thats seems a trend in the new events as well.

Simply add population malus the same as happiness malus

No recent submission (only found 1 in 2020 said "implemented" but that's not the case for population malus)
