It seems that the red number for the lacking good is not clearly enough visible - Alpha-Beta is by far not the first one who believes that the ship is (or became) a premium feature for "no reason"!
The "buy with diamonds" button should be changed to "Buy missing goods and send ship"

Not having the ship on Beta, but on live server! My solution is not to send ship
when not enough goods available. My opinion about the Harbour/Ship is not the
best and would not spend any diamonds on it! Nice animation so!..
