This needs to be explained.

Replacing damaged armies is a critical function of sector management.

I understand wanting to get rid of leadfrogging. But you can't take away the ability to defend with fresh troops.
Please explain how this will work.

There are 2 other threads in the forum about this issue. We have received a response from Sovereign. If i understand correctly what has happened is they have removed the ability to delete any armies with 1.23 but are planning to implement changes in 1.24 which will allow you to directly replaced damaged armies with new ones.
