Do Not Suggest Rare incident reward

Would you rather receive a "10% Supply Boost", or a "Mass Self Aid" as a "Rare" incident reward?

Perhaps instead of the 10% supply boost, the Mass Self-Aid would be a better award for "rare" incidents.
The rare incidents that show up around the city, a large percentage of the time, award a 10% Supply boost. Players in the first three or four eras may use this boost, but for players in the higher ages, it is not very useful, which makes it a poor reward for a rare incident.
Award "Mass Self-Aid" instead of "10% Supply" boost, for "Rare" incidents.
This should require no adjustments to other game features.
