You can only see your rank when you are top 80.

if out of the 80 ppl shown at the bottom of my screen, it says i'm #41, does that mean i'm #41 in the game or just my neighbourhood?

Nino said something about rewarding active players by having them in a rank (the #80), maybe it will stay this way.
But they might as well have another province with another tower (like the pvp one)
