I thought that it shows building already motivated/polished, where no actions are possible. But acutally it appears only sometimes. For example, I visit 5 friends, and this golden stars appear in 3 cities, and it's not like in the others everything is free to motivate and polish.

Yeah, it is a feature, however it isn't functioning correctly.
