Rejected Permissions to unlock in GE merge it with Battleground rights

As it in both cases mainly are about the Treasury, it would make sense to me, that the ones with Battleground right also have right to unlock in GE.
I'm Guildleader and I find it's a problem, when only way to give right to unlock is to give leader right.
