Those are not arrows, but merely part of a design.

The level indicator at the bottom is an indication of what level you are currently trying to attain. Once level 11 is reached, you can return here to see who contributed to help attain level 11.

No that does not indicate your current Level it indicates the next or Current Level being built.
In Your case you have not unlocked Level 11 hence the 10/10 in the first image.
Your Building is Currently at Level 10.
so NO BUG

Yes. But as it is being displayed, many think THIS is the current level.
I understand, but I see that causing a lot of confusion.
And in my opinion it should show the CURRENT level.

It makes perfect sense that it displays the level currently being worked on. The people making donations are donating toward level 11.

Your current level is already being displayed in the bar above too.
