Fixed on Beta: Nope, reconstruction mode still a problem!

Have cleared cache, refreshed.

Recreation steps
anytime I go into reconstruction mode, select putting all buildings into storage and then try to move town hall, or place various buildings, random areas are redded out

95% of the time I try to use reconstruction mode
