Cannot Reproduce: No friends in Tavern

In what way does it say you're not friends with them? When you visit them in their Tavern? When did you add them as a friend? The limit goes both ways, so if they've removed 20 friends you will have to wait 24 hours to visit them just as they will have to wait 24 hours for them to visit you.
