Galata is an ALL AGES great building like the Oracle, ToR and Observatory. Each has it's own way of acquiring prints unrelated to the other.

That doesn't appear to be quite the way unlocking the quest line works. If it was, the building would be available in every world already and quite ubiquitous.

are in different age seasons
with different offensive / defensive capabilities
I have already made it after I completed all the designs from the series of missions
my city there
is in the arctic future

I made two remarks
1 the building that was looted was the queen from the set
2 The enemy army was of an older age

Έχω 12 πόλεις σε διαφορετικούς κόσμους / διακομιστές
είναι σε διαφορετικές εποχές ηλικίας

Τον έχω ήδη κατασκευασει αφου ολοκληρωσα ολα τα σχεδια απο την σειρα των αποστολων

1 το κτηριο που λεηλατηθηκε ηταν η βασιλισσα απο το σετ
2 ο στρατος του αντιπαλου ηταν μιας ηλικιακης εποχης πιο μεγαλης
προσοχη πιστευω οτι
εαν εχεις βρει σχεδιο ως χορηγος πριν την εμφανιση της βασιλισσας Tευκα τοτε δεν θα εμφανιστει

That may be how it worked for you, but it took 8 tries with different neighbors, doing exactly as you did (not the same plundered building or army stuff) before a neighbor of mine got the quest line. I got them to unlock, then immediately attacked and plundered. Bit of work, but finally got my Galata from leveling their building up and buying the final print.
