Why this not considered as illegal behaviour?
1. Because there is no rule against that. If the browser can support it, then the Player is free to play his/her multiple cities concurrently. The existing rules are about "one user account per player" in a world, nothing is written against playing multiple cities (at different worlds) simultaneously. A Player could play one city with a mobile device, and at the same time play FOE using the computer, and if the browser allows it, run multiple cities at the same time.
- Fact: The game is available in approximately 25 servers including (but not limited to): EN (International), US (United States), FR (France), ZZ (BETA), etc.
- Fact: Each server has a number of worlds released in it. Number of worlds per server is not the same, for examples: BETA server has just one (1) world (Durnasund), Mexico server has five (5) worlds (from Arvahal to East Nagash), the US server has 28 worlds.
It is legal to have cities at multiple worlds/servers, even to have a city in each world of a singe server.
The extreme case: to have a city in every world, of every server released in live. Yes the extreme case is legal.
It is legal to use the same user account in all worlds of all servers where the Player have a city.
It is legal to use more than one account to play FOE, provided that in any particular world, one and only one account is used.
The illegal behavior is to use more than one user account in the same world, that is two (or more) cities of the same Player, in the same world. From the Games Rules:
- It is forbidden to create multiple accounts on a single world for any reason.
- It is allowed to use the same account to play on multiple worlds.
- It is allowed to use multiple accounts to play Forge of Empires but never on the same world.

Now, having online, at the same time two or more different cities (from different worlds/servers), by using multiple tabs of a browser like Chrome,. Firefox or any other, is completely under the rules of the game, since each city is independent of the other. The only interaction between the cities, within the same server, is that diamonds collected or won at one city can be used in any city of that particular server. This is one of the main reasons for having multiple cities: select one city as the Main City and the others as Diamond Farms cities to produce diamonds to be used primarily at the Main City. Diamond Farming is legal.
If the Player needs X additional diamonds to do an action at the Main City nothing in the rules forbids him/her to open Y new tabs at the browser, login at the additional cities established and collect from them all the Wishing Wells or any other Diamond producing buildings available to see if the X diamonds needed are completed.

On the idea, agreed, there is no change to the game. Use multiple tabs of a browser to play FOE (different city at each tab) is possible (and legal) right now, not against any rule.
The limitation (if any) is on the Player's browser. If current browser used by the Player can not run more than one city properly, then the Player must try to install/use another browser.
