Cannot Reproduce: Motivation kit will not motivate Hall of Fame

Reproduction Steps:
1. Open inventory
2. Select "motivation kit"
3. Click "use" button (cursor changes from pointer to sun icon)
4. Click on Hall of Fame building in game and nothing happens.

Issue Description (10/10): I expected the building to be motivated when I use the motivation kit. Nothing happens and the motivation kit is not used up.

Is the Hall of Fame ready to be collected? Or is it still working/producing?

It's still working/producing. When you use the kit, stars appear above all buildings that are eligible to be motivated (I assume that is what the stars mean). The star does appear above the HoF in addition to supply production buildings that are also working.
