Is the GB uptade announced? No. So its a Bug.

Considering that before every 2nd lvl gave +1% buff, this seems to be new. Hard to say without an announcement though. Although they like to give sometimes (daily) announcements on discord. Than "forgetting" to give the daily announce on the forum. Hard to say if there hasn't been an announcement (on discord), cause discord requires an account to view content placed on it. Oh well we 3rd ranked non-discord users of the player base will know probs much later if it has been the case or not.

If it's intentional it hasn't been implemented on the US server.
All indications on beta are that it's a functional change (intended or not). The boost total in townhall is replicated in battle, and is truncating the half a percent off (as opposed to rounding it which would be the same functionality as on live), so you need the 1 more level. Having half a % on two different defense buildings did not add up to a full extra percent in the townhall either.

When I hover over it in the town hall on beta it says the correct amount with the 0.5.
total up all the buildings to get your total boost, and it won't count that 0.5 though.

Even though 0.5% isn't very meaningful, it seems like a bad oversight.
