It’s most likely tied to the non-displayable gov mansion artwork reported elsewhere (edit: quotes below), which seems to be an asset loadup issue. The game unfreezes once it gives up loading the artwork.

Yes it is true. If I wait 1 minutes, it load everything up.

Maybe the next update solve this delay.
