Not A Bug: Inappropiate qwest given for current age

I just finished my daily "collect so many supplies" qwest and the next qwest the popped up was build buildings and make troops in an age two above my current one. seems like this shouldn't be there.

the main quest line gives quest according to the map
so if you are 2 ages advanced on the map you get quests that are also 2 ages above your age

ok not a problem then cause I am at the industrial tourney tower on the map.
