Hi,
The bar at the right side disappears if i only have coin boost or supply boost.
If a goods building do not produce goods at the moment the bar will be shown. If then all building producing goods, ... the bar disappears. If a building is idle again then the bar will be shown again (the bar will be also shown again, if i open the donation dialog of a GB).
Here a screenshot of the bar, with the first icon of idle buildings:
