how to report a player for public insults?

Afair, there used to be a "report" menu item in the player's popup - can't find it any more (except in chat). Was it removed? If so why?

Now the only way to go seems to be through support?

wont help all they will do is put the player on ignor an you can do that yourself .they may send him/her a message or may not

well, I expect them to remove the publicly visible insult - it's clearly against game rules (sub-bullet of 12.3.). Reported via support, let's see if anything happens
