Looks pretty similar to the Mars Microbes icon. So maybe it´s a icon for one of the new goods in SpaceAge: Ceres?

Yes but a very long time ago. It was a placeholder for any good in general untill their proper
immage was made

@drakenridder seems to be right - I had a look in the respective json file and that icon seems to be titled "missing"

I can't remember exactly when or where I saw it the last time but it was once ingame
