Not A Bug: GBG - "Province marked" message when viewing the buildings of a Sector

Not sure if this is a bug, but a nuisance at least

Recreation steps
- Mark any province with the "ignore" marker (hand symbol/"do not attack")
- Select the province and (try to) open the buildings overview
- An "are you sure you want to build here" message will pop up - totally unnecessarily (at least for provinces not in possession of the guild)

This behaviour is not categorized as a bug.

It has been forwarded with other feedback when the change was introduced, though. We'll nudge again.
