Asked support team, told me it is a bug, for the moment.
Our gamedevelopers are currently investigating this issue

One thing I noticed in those screenshots..... it's displaying a "1" when there's clearly more then 1 road to victory attached. You might want to point that out in the report
The Statue of Honour also has the same error of only showing "1"
