I can't use forum links like: Forum -> General -> Questions/FAQ -> Post New Thread

from here I can't have access to Forum, General or Questions/FAQ.

is this a forum bug?

It it just a problem that has not been fixed in the layout yet. =) The layout is new and still being worked on.
