They don't have to go into space in order to bring the theme of space into it. Things like the Cape Canaveral are already "space" themed. They could "borrow" from Mars "civilisation" as far as storyline goes but never leave Earth if they really wanted and then afterwards be more Earth orientated.

In the end FoE has a story to tell. That story is of a town that's based on Earth going through a bunch of changes and conquering other cities/town/nations. It's upto Inno what that story is

I think it's unlikely this game will go into space, but if a game lasts long enough anything is possible I suppose :)

Yeah, technically the city has also not been in Arctica and the deep oceans. The city is just theemed like it.
