Did you reno the cascade to oceanic future first? (not 100% sure it's required as it's more or less a copy of a great building ability that uses the player's age (maybe they didn't change it to require the building's age instead), but it would make sense if it was).
That said, barring that being the solution:
It does seem to be rarer that you get given ori than promethium from space carrier, and I'd assume cascade has the same logic.
One theory I've more or less accepted (without testing, by others assertions) is that the current era of special good has half-weight. It would still be *exceedingly* weird for it to have failed to give it up 50 times in a row if this was the odds.
My old theory was that each era of special good has equal weight and can be rolled - but if you're not eligible for that special good yet it defaults to promethium. This would put the split in OF at 1/8 ori vs 7/8 prom atm. This would make 50 fails in a row thinkable (but still very rare ~1/800 - it'd happen to someone).
Finally there's the inno-RNG conspiracy theory where sometimes things seem streakier than they "should" be. i.e. proc 2 = proc 1 has a better than expected chance to be true. But you'd have to do a much more thoroughly controlled experiment to come to some sort of conclusion on this.
