Collect button collects all incidents too - is this intentional?

I experience a new thing on all of my cities, that the 5 diaomond collect all button collects all of the incidents as well? Is this intentional or a bug?

ah, ok, thanks :) I never used foeplus before, but I won the 7 day version with the event in all of my cities and indeed it is active. :) didn't know it was part of the perks there.
