Not A Bug: Collect 2 incidents

For wildlife event quest 9, collect 2 incidents, I collected 2 of the grey cilinders, but they were not added to the quest counter. Old incidents did the job. Don't know if this is on purpose or a bug.

I had the very same issue today with the collect 4 incidents quest. These grey chests are not counted.

they appear just as randomly as incidents and contain the same things.

They are also counted as incidents in foehelper (as are GE relics, and I know those are not incidents). Did we ever get notified of what these chests are? They just appeared one day.
