Feedback Changes to Road costs in Vikings and Feudal Japan

I think, to roll back the changes to the older settlements was a good decision.
Nevertheless @Dudettas, I heard reports that it was (unintentionally) changed that the emissary payouts (formerly paid in the town hall) are now to be collected in the settlement embassy?
If that is indeed the case, I suppose that it is not intended behavior and should get fixed.
Especially, although it would be understandable to collect coins and supplies from within the settlement, it does not make sense to collect FP or goods or units (not usable in settlements) from a Japanese/viking emissary in the Egypt settlement...
