Not A Bug: Can't sell the new Menagerie in the Antiques Dealer

I've gotten four of them from the event and it's not allowing me to sell them in the Antiques Dealer. It just says not found:

Recreation steps
Menagerie doesn't appear in the list of sell able buildings for the Antique Dealer. Can scroll or search by name and they are not there.

Ah thanks. However, I guess that brings up another question. I didn't lock them. Why are they being added to my inventory locked as default?
