can a permanent ban realy be aplyed ?

with VPN's hiding ip adress's anyone can create a new account so no one can realy be permanently banned INNO can't ban someone for ever
 
That kind of misses the point. Most "permanent bans" are for cheating. Let's say you spend a few years cheating your way to being one of the top players on a server. You've got thousands of attack and attack defense bonus, and then you catch a ban. You might be able to work your way around the ban, but then you've got Ragu Silvertongue telling you to build a hut. You spend weeks, months or longer building that city up and Inno figures out who you are, and poof. You're back talking to Ragu again and so on and so forth. Not worth it to me.

Its been that way since 2012 when FoE started regadless of vpns
Thats because they dont ban people or the ip address
They ban the account and possibly the email they signed up with
Also depending on the cheat they might ban that account from just one world on a server

They wont ban a new account or make them repeatedly start over based on that persons past infractions
As long as they dont start cheating again
