As I can see You lack the medals, so when You try to place that one You get the internal error.
It should not let You build it, first of all.

same here: in up-to-date versions of Firefox and Chrome (win10) the available expansions are not shown in the build menu tab. Seems to be beta only (life worlds are fine) and browser only (app does show the expansions)

Same here. I have enough medals, but the system is not showing ability to place a Victory Expansion. Not even a grayed out option, just nothing.

For the main city. On the build menu for expansions, I only see the reward expansion. Diamond expansions do not show.

For the Japanese Cultural settlement. Only the diamond expansions show, the goods expansions do not show.

Reloading does not fix either problem.

Until the issue is fixed, please click on the spot where you can place an expansion while having the building menu open and place it using this window.
This workaround works in the main city and settlement.
