You should still have one or two RQ'a as they can be aborted. In one world I have no intentions of moving beyond FE (have been there over 4 years). So have one quest that is stuck as it needs a tech opened in a higher Era. But I still have 2 RQ's.

Apparently, you have pushed out on the continent map well beyond your current era. I've done the same several times and briefly lost my recurring quests. However, by continuing to complete the quests that I was able to complete my RQs eventually returned. There must be a way to get you moving again.

Story quest - build a cultural building from the High Middle Ages
Bonus quest - 1/ research the technology that unlocks the cultural building and if i by some miracle skip it there will be 2/ Research Modern Roads.
In other words, impossible for iron age and I reached one limit.
