Not A Bug: aqua duct doesn't give euphoria

Troubleshooting

I logged out of my city, closed the window for the beta server, opened a new tap in chrome and logged back into my beta server city. Still no euphoria from my aqua duct

I just built an aquaduct in my QI city. It gives me the military boost but doesn't give any euphoria. In the buildings list it says that an aquaduct should give 250 euphoria.

It would have been nice if this was written in the announcement.

As I have already written in another post, it is absurd that decorations cost euphoria. If this is what is intended, they should have another name.
