Cannot Reproduce: [App] star on reconstruction mode

U will certainly close that bug cause not reproductible... but i track the problem
I had a po/mo star on reconstruction mode
Don't know how to reproduice it :s

I've had stars and general happiness modifiers/effects pop up... I assumed it was from someone polivating the town while I'm in RM, or a polivate boost expiring. It's normally in the position where the relevant building is in the non-RM layout. (Didn't seem important enough to mention.)
