Will Not Fix: [36166] Champions retreat does not have idle icon after using renovation kit

Reproduction Steps:
1. Have a champions retreat of an older age (contemptorary era in this case)
2. Use renovation kit on this champions retreat (update to Arctic Age in this case)
3. Both champions have to be created, but there is no idle icon at the building
