Reproduction Steps:
Issue Description (10/10): When just starting a new world on this beta server and a new one I recently started on the live server the same issue has happened. When you capture the first province you are awarded 1 stone thrower and 1 mystery award of some sort. Or nothing even. When the award pops up it shows 2 boxes. It shows a picture of a stone thrower with a 1 beside it. The second box is empty but has a 1 beside it. The picture is missing or the second box should not even be there at all.
