Cleared the cache. Didn't try different browser.
On this turn, the 26th step still has number, even with building.

In this round, the picture stays, even after PC restart.
Can this be reproduced?

no bug... the sun dial spire only is rather prone for the number to show due to many transparent areas
if you look closely the other fields also show the numbers as long as they are not covered - look closely at the avery (field 2) - the "2" is barely showing
