What if one or more guild makes the full progress in expedetion which one is going to be the 1st place .. one whos finish first or for example our guild has 35 members and the other one(which already made %133.3 ) and the other guild has 32 members ???

Number of members (35 vs 32) make no difference to break a tie in GE, since it is based on % of total encounters completed. And as said before, the guild that arrives first wins the top position, next guild(s) to achieve same % of total encounters take the next position available.
