yes doing GE when you are in AFE means any non-premium cultural or supplies will be that of FE.

Yep - if a building does not yet exist in the new era, you will receive the FE building of that same type. This is of course till a new Arctic Future part is released that includes those buildings, at which point you would be receiving an AF building.
