I found player portraits consisting of all the settlement emissaries, including the unreleased Mughal ones. Portraits 439 - 460 to be exact and since all the emissaries have names, so have they.

The links to the player portraits in the database looks like this for anyone interested. Just change the number in the end.

No one knows if they actually are going to end up as usable portraits. But hopefully. Thinking mostly of portrait 340-345 created long time ago, but so far haven't been made available as player portraits.

Ragu Silverstone, Rinbin, Grevious, etc portraits have been in the game since start, but not as portraits usable as players avatars.
Emissaries' portraits in the list of players avatars but ending with error if selected? Maybe the error was placing them there.

True, not every portrait image which appear in-game is a usable player portrait (or avatar as they also can be referred to). Not just the questgivers.

If I take portrait 439 as an example again so you can see the difference in image link and how I knew what kind of spoiler this was:

Making them appear in-game already is definietly an error. And I suspect not only in the sense it gives an actual game error trying to select one of them.
But renaming all of the emissary images into numbered portraits and placing them in the right folder for player avatars should probably be intentional and not something which just happens.
